For places like Baguio and Tagaytay, one of the main problems homes experience is water seepage—a particular headache caused by the high humidity (aka lots of moisture in the air). Without proper waterproofing measures, homes in these areas are also more likely to see blistering and peeling paint, both of which are not easy to treat and resolve.
To avoid water-related paint problems, products I would recommend for use in cold climates are ones that provide waterproofing or have good water resistance. In addition, paint products that can tolerate wide temperature changes are well-suited to these areas too.
I’ll give you a general list of products for concrete surfaces for homes in cold climates. I’ll leave it to you to decide which of these you would want to use for your project.
For Exteriors
Boysen Plexibond
Boysen Plexibond is the go-to product for waterproofing. It provides excellent water resistance and eliminates water seepage. It does this by forming a seamless, non-porous, impenetrable layer that disperses any water upon contact. Use it for positive side waterproofing where it comes in direct contact with moisture or water.
Mixed with Portland cement, Boysen Plexibond is applied on bare concrete that has not been previously painted. Learn more about it here.
Boysen Elasti-kote
Concrete expands and contracts with temperature changes. When the temperature ranges in your area are wider, such as in cold climate areas like Tagaytay and Baguio, your concrete expands and contracts more. You need paint that will be able to withstand this.
Boysen Elasti-kote is an elastomeric wall paint that has excellent elongation and tensile strength. This “flexibility” makes it ideal for cold climates. Plus, it’s also specially formulated to bridge hairline cracks and has good water resistance and excellent weatherability. Learn more about it here.
For Interiors
Konstrukt Permaplast K-201 High Performance Acrylic Skimcoat
Konstrukt Permaplast K-201 High Performance Acrylic Skimcoat is applied on concrete walls to correct imperfections that are 2mm to 3mm thick. It can smoothen a cement finish and repair surface defects like cracks, gaps, and honeycombs.
It can also improve water resistance and minimize cracking which is what you want for a home in an area with high humidity. Learn more about it here.
Boysen Acrytex Primer
After your skimcoat, prime with Acrytex Primer. The Permaplast K-201 skimcoat and Acrytex Primer together create a wall that is not only aesthetically pleasing because of its smooth finish but also highly water resistant. It makes for a rigid waterproofing system indoors.

Topcoat: Boysen Permacoat Latex, Boysen Healthy Home, or Virtuoso Silk Touch
When you’ve properly primed your walls to be water-repellent, you have more freedom to choose the topcoat. Any of these interior paints are a good choice: Boysen Permacoat Latex, Boysen Healthy Home, and Virtuoso Silk Touch. Learn about each here.

Thank you for your information on Exterior concrete wall products, Elasti-Kote Premium Elastomeric wall covering and Plexibond B-7760 Cementitious Waterproofing system.
This would be used on an exterior firewall, so it is difficult to choose which product would work best.
